I heard from a Thai friend about how they spell Evgeni Plushenko in Thai. That is "อีฟเจนี พลูเชนโกะ".

I think Thai people have little chance to hear the name of Evgeni Plushenko pronounced, so your Thai friend must have guessed the pronunciation from the English spelling.

"อีฟ" is "iif" and pronounced "iip" in Thai.

"เจนี" is "cenii" and pronounced like Jenny. It seems that your Thai friend did not know that "g" in Evgeni is pronounced like "g" in "guest". But anyway Thai language does not have a sound "g", so even if he/she knew the pronunciation of Evgeni, it might have been "kenii".

"พลู" is "phluu" and pronounced "phluu" .

"เชน" is "chen" and pronounced "chen". Thai language does not have a sound similar to "sh", so "ch" is used instead.

"โกะ" is "ko" and pronounced "ko" but sounds like "go".

エヴゲーニイ・プリューシチェンコ

Extended katakana is not used by Japanese authorities when they write foreign names in J-official documents. My own maiden last name that ended in -ova and my patronymic that ends in -ovna were written in the family register as オバ (-oba) オブナ(-obuna) accordingly. There was no way to convince them to use ヴァ(-va) and ヴ (-vu). They just said that they don't use extended katakana symbols in documents.

Meanwhile the said symbols are widely applied in foreign names when names are used not for official purposes, like ヴィヴィアンウエスト ウッド (Vivienne Westwood), for example.　

Maybe Japanese decided that Plushenko is de facto some kind of a foreign resident in Japan judging by his population. So, they chose to write his name by the rules they write all foreign residents' names in Japan.
